I agree - it's not like they have a choice. If you can't drive safely (busses) or get power to your trains (above ground stations) you're not left with many options. Better to have a few people grumble about the lack of service, than several get injured or threaten lawsuits as they are involved in accidents or stranded.

Where are you going to go today anyway? Everything is closed. Not to mention, employees can't get to work (Metro employees or otherwise).

In NYC, they can hire the rats to run the trains when the regular operators can't make it in from the outer Burroughs.

You know what really sucks? Metro not having above ground service 36 hours after the storm.

Trains come every 30 minutes? Fine.
Real time train arrivals not working? Uhhhh.... thanks guys.

Normally I'd have to wait 6-12 minutes if I miss a train. Can't wait to sit at Metro Center for 30 minutes after I inevitably just miss my train!
