That's just WMATA's way of making sure their own cars don't get towed. They probably have a buddy traffic cop that will come by and take the boot off when they're ready to go.

Forget criticizing Metro on this one - I'm glad they actually got booted, instead of parking enforcement ignoring it b/c it's Metro.

Just as Metro I heard lost it's ability to order parts on credit since they were delinquent in paying the bill.
